The NHS Plan
NHS Individual Learning
Accounts (ILAs) have their roots on the NHS Plan and Improving Working
Lives Standard, which forms part of the HR Performance Framework.
"The purpose and vision of this
NHS Plan is to give the people of Britain a health service fit for the
21st century: a health service designed around the patient."
- The NHS Plan promises that staff everywhere
will have a greater opportunity to extend their roles.
- This is backed up by an
NHS Individual Learning Account (ILA) worth £150, or dedicated
training to NVQ level 2 and 3
This is to be for each member of staff,
regardless of grade, who holds no professional work-related qualifications
and who is not currently undertaking NVQ training.
- This is extra money to fund extra
learning beyond what the trust would otherwise provide.
Improving Working Lives
"An employer committed to Improving
Working Lives provides personal and professional development and training
opportunities that are accessible and open to all staff irrespective of
their working patterns."
NHS ILAs are expected to play a pivotal
role in achieving the Improving Working Lives standard, which should be
met by all NHS employers by April of 2003
- Personal Development Plans (PDPs) are
inextricably linked with NHS ILAs
Aims of NHS ILAs
- Support continuous improvement in quality
of patient care in NHS
- Enable the effective implementation of
current and proposed NSFs across both health and social care sectors
- Create a quality learning environment
and infrastructure
- Support lifelong learning framework
- Encourage the development of non-qualified
staff, especially non-traditional learners by - raising awareness, removing
barriers, increasing confidence and generating enthusiasm
- Support implementation of Improving Working
Lives Standard and PDP targets
- Pursue adult literacy and numeracy proficiency
in line with national adult learning targets
- Build on progress to promote wider vocational
pathways into professional education
- Supporting future plans for the effective
regulation of support workers
- Encourage the development of bridges
between National Occupation Standards / NVQs and academic credit frameworks
