
Ecos-Ouverture promotes cooperation between local and regional authorities in the European Union, Central and Eastern Europe and the New Independent States. The Programme was launched in 1991 and is financed under Article 10 of the European Regional Development Fund. It is managed jointly by a partnership of regions (Strathclyde, Saarland, Piemonte, Midi-Pyrenees, Asturias and West Zealand) and the Council of European Municipalities and Regions. In 1994 the Programme was extended to cover the New Independent States. Since then 39 projects involving NIS partners have been approved.
